As enterprises scale their use of artificial intelligence, a subtle but potent risk is emerging: employees increasingly turning to external AI tools without oversight. According to a 2025 report by 1Password, around one in four employees is using unapproved AI technology at work. This kind of “shadow AI” challenges traditional governance, security and alignment frameworks.
But should this kind of AI use be banned outright? Or can its use be harnessed to spur innovation and encourage creativity and experimentation?

For Raghu Para of Ford Motor Company, shadow AI isn’t a problem to crush—it’s a pulse check on enterprise reality. Employees turning to external AI tools, he says, are rarely behaving maliciously; rather, they are signaling that internal systems can’t keep up. “Shadow AI is the new shadow IT—only faster, smarter and riskier,” Para explains.
Para insists that the corporate response must be structural, not punitive. “The key is not to suppress innovation, but to channel it by embedding explainability, auditability and data lineage into all AI touchpoints,” he says, calling for enterprise-grade AI that rivals public tools in usability, backed by governance frameworks from API gateways to usage monitoring. “Done right, governance becomes an enabler, not a bottleneck,” he says.
Culture, Trust and Governance Frameworks
At Hachette Book Group (HBG), Dileep Rai, Manager of Oracle Cloud Technology, views shadow AI through a cultural lens. “Shadow AI isn’t rebellion; it’s revelation,” he says. “It shows that employees are racing faster than governance.”
Rai argues that leaders must abandon a policing mentality in favor of trust-building: “Build a transparent AI governance framework with an approved tool registry, clear data boundaries and discoverability baked into enterprise risk systems.”
However, policy alone is insufficient. “Culture is the real firewall,” he notes, urging companies to teach teams why compliance protects innovation rather than suffocates it. Rapid-approval paths and safe sandboxes that align policy with curiosity are central to his strategy. “When governance and innovation move together,” he says, “shadow AI stops being a threat and becomes light in disguise.”

Measurement and Nudge Theory in Governance
For Bhubalan Mani, Lead for Supply Chain Technology and Analytics at GARMIN, shadow AI isn’t about disobedience—it’s about data. “Shadow AI isn’t a governance failure,” he explains. “It’s a measurement crisis.”
With 57% of employees admitting to hiding their AI use at work, Mani argues that the key isn’t more rules, but better design. Borrowing from behavioral economics, he advocates for “nudge theory”—structuring choices so that the safest, most compliant path is also the easiest one. In practice, that means creating frictionless internal AI labs, embedding real-time monitoring dashboards and making sanctioned tools the default option. “Measure trust as a KPI and make the compliant path instinctive through choice architecture,” he notes.
Sandboxes and AI Passports
Sarah Choudhary, CEO of Ice Innovations, sees shadow AI as an innovation pipeline waiting to be formalized. She proposes corporate “AI sandboxes,” controlled environments where employees can safely test external tools under cryptographically monitored conditions. “This transforms shadow AI from a security threat into structured innovation,” she says.
Instead of suppressing experimentation, Choudhary wants to orchestrate it—building controlled gateways that both empower users and protect enterprise assets. She pairs this with the idea of “AI passports,” or usage profiles that track which tools employees use, scanning outputs for leakage through advanced sampling techniques. Innovation, in her model, becomes a monitored—and secure—loop.

Understanding the ‘Why’ Behind Shadow AI
Daria Rudnik, Team Architect and Executive Leadership Coach at Daria Rudnik Coaching & Consulting, argues that shadow AI stems from unmet needs, not rebellion. “Employees use unauthorized AI tools because what the company provides isn’t enough,” she says. Instead of banning access, she suggests listening to staff to diagnose the root cause, such as whether internal tools lack speed, ease of use or trust.
For Rudnik, shadow AI is a feedback mechanism—a signal that leadership must understand before acting. “The key is communication, not control,” she emphasizes, urging organizations to elevate internal capabilities and educate employees to align governance not as constraint but as shared protection. When employees feel heard and equipped, shadow AI becomes unnecessary—not forbidden.
Trust, Not Policing
At Morgan Stanley, Aditya Vikram Kashyap, Vice President of Firmwide Innovation, views shadow AI as “a mirror reflecting where governance has failed to keep pace with human ingenuity.” In his view, creativity flourishes faster than policy, and the solution lies not in restriction but in trust-centered ecosystems, embedded security and education.
His philosophy treats shadow AI as “energy to be harnessed rather than chaos to be quelled,” citing its ability to transform risk into competitive advantage. “True governance should expand possibility, not restrict it,” he says. For Kashyap, the future belongs to leaders who channel this curiosity into structured innovation.
Transparency, Training and Alignment
Roman Vinogradov, VP of Product at Improvado, emphasizes transparency and continuous learning as the backbone of AI governance. “Encourage open discussions about the use of external AI tools,” he says—pairing policy clarity with education on both opportunity and risk. Compliance, in his model, stems from understanding, not fear.
Vinogradov also stresses monitoring systems that respect privacy, alongside frequent policy reviews to match evolving tools and behaviors. “Make sure that any tool used enhances productivity without compromising security or data integrity,” he adds. The outcome is a governance culture grounded in alignment, not surveillance.
Making the Light More Attractive
Jim Liddle, serial entrepreneur, speaker and AI innovator, sees shadow AI as a simple truth: Users found value faster than IT did. Rather than clamp down, he urges enterprises to compete. “The fix isn’t policing; it’s providing a better alternative faster than people can hide their workarounds,” he says.
Make enterprise AI tools intuitive, fast and well-supported, Liddle argues, and employees will voluntarily migrate. “The real question isn’t whether employees will use AI—they already are,” he notes. “The question is whether they’ll do it in the light or in the shadows; therefore, it’s up to companies to make the light more attractive.”
Meeting Employees at Their Point of Need
Divya Parekh, Founder of The DP Group, reframes shadow AI as urgency meeting friction. Employees turn outside corporate walls when processes lag behind real-world speed. “It is a signal that your tools or processes are too slow,” she explains. Yet Parekh underscores that urgency cannot override security: Once data crosses into external models, control evaporates.
Her remedy is to meet employees where they are and give them secure AI tools that genuinely help. She recommends co-designing policies with users, placing guardrails on data rather than creativity and making safe choices effortless. “Innovative companies make the safe path the simple path,” she adds.

Framework, Accountability and Alignment
Aravind Nuthalapati, Cloud Technology Leader for Data and AI at Microsoft, calls for a structured, formal governance framework: approved tool lists, accountability, data-use standards, access controls and audit logs. “Create AI registries or internal marketplaces to vet tools for reliability and compliance,” he adds.
However, Nuthalapati argues that employee training on responsible AI adoption is most important. “With clear policies, transparency and education,” he says, “organizations can transform shadow AI from a liability into a driver of responsible innovation.” Employee education then becomes a defensive and enabling force, empowering safe use rather than stifling engagement.

Employees are already adopting external AI tools, often because they see workflow gaps, latency in internal systems or trustworthy alternatives lacking.
