How to Balance Human Judgment and AI Decision-Making

As AI systems become more autonomous, executives must decide which decisions to delegate and which to retain. Members of the Senior Executive AI Think Tank outline how leaders can define accountability, manage risk and evolve the boundary between human judgment and machine decision-making over time.

No longer confined to analytics dashboards and recommendation engines, AI systems are now initiating transactions, approving workflows, flagging anomalies and even orchestrating other software agents. With this sudden increase in autonomy, business leaders are left asking: Where should humans step back—and where must they stay firmly in control?

According to a 2025 McKinsey survey on the state of AI, nearly nine out of 10 organizations now report using AI in at least one business function, yet most are still early in scaling these technologies and many lack robust governance and risk controls. As artificial intelligence advances from advisory tools to agentic systems capable of multi-step planning and execution, the leadership challenge shifts: defining not just what AI can do, but what it should do.

Members of the Senior Executive AI Think Tank—a curated group of experts in machine learning, generative AI and enterprise-scale transformation—argue that the real issue isn’t capability but accountability. Across their industry expertise, they all converge on one theme: The boundary between human judgment and machine decision-making must be dynamic, evidence-based and anchored in responsibility.

Here is how they recommend drawing—and redrawing—that line.

Anchor Judgment Where Accountability Cannot Be Delegated

Preeti Shukla, VP-Head of AI Product Engineering at Enterprise AI SaaS Startups, argues that leaders must separate capability from delegated agency.

“Leadership should anchor human judgment where decisions are irreversible, rights- or safety-impacting, accountability-critical or regulatorily exposed,” Shukla says. “Delegate machine decision-making to scale, speed, consistency, multi-step planning and pattern synthesis—all within clear, human-defined boundaries.”

Shukla suggests a graduated autonomy model: Observer to Approver to Consultant to Collaborator to Operator. She notes that while many companies take a hybrid approach, “keeping humans in the loop for judgment-heavy moments,” oversight can eventually shift from approval to supervision, with humans still owning final decision-making.

Automation Earns Autonomy—But Accountability Never Leaves

Aishwarya Shah, independent researcher, brings a financial services lens to the debate—where regulatory scrutiny and consumer trust are paramount.

“AI can optimize, recommend and scale decisions,” Shah says, “but humans must retain ownership wherever outcomes affect people, trust or long-term risk.”

She emphasizes that boundary evolution must be conditional.

“That boundary should evolve from human-in-the-loop to human-on-the-loop only as systems prove reliability, transparency and auditability,” she says. “The more autonomous the system becomes, the more intentional leadership must be about governance, escalation paths and when to override.”

Her bottom line is simple: “Automation earns autonomy, but accountability never leaves the human.”

Reversibility, Stakes and Velocity Define the Boundary

Markus Kopko, AI-PM Transformation Architect and CPMAI Authority at Alvission Education GmbH, views the boundary as situational.

“The boundary isn’t fixed. It depends on reversibility, stake and velocity,” Kopko says. “Auto-execute routine, low-risk, reversible decisions within guardrails. Require human approval for medium-stakes decisions. Reserve human judgment for high-stakes, irreversible choices involving competing values or cultural nuance.”

He points to growing consensus that AI struggles when trade-offs lack definitive answers, then arguing that evolution should be driven by feedback loops. 

“After each AI decision ask: Did it advance goals? Were there unintended effects? This allows gradual autonomy expansion,” Kopko says.

He also anticipates AI monitoring AI for high-frequency decisions, freeing humans for anomaly detection and strategy. But he cautions: “Never reach full autonomy where AI sets its own goals.”

Risk and Predictability Should Guide Autonomy

Tipu Swaran, a Technology Strategy and Digital Transformation Executive with experience driving enterprise change across Fortune 500 organizations, frames the issue in terms of risk maturity.

“Leaders should set boundaries based on decision risk and predictability,” Swaran says. “High-stakes decisions requiring ethical judgment or handling novel situations need human oversight. AI excels at pattern recognition within defined limits.”

He outlines three stages of evolution: “human-in-the-loop for new applications, human-on-the-loop as systems prove reliable and human-out-of-the-loop for predictable risk management.”

He likens the progression to autonomous vehicles, where nearly a decade of supervised learning gradually increased vehicle autonomy and reduced human dependence as performance improved.

Scale Responsibility Through Measured, Reversible Progress

Richie Adetimehin, ServiceNow AI Advisory and Transformation Delivery Consultant at Visani America, focuses on measurable performance and rollback capability.

“Leaders should draw the line where ambiguity is common, consequences are high or where you can’t delegate accountability,” Adetimehin says. “The boundary should only evolve in one direction—from human in control to human-in-the-loop and then finally to human-on-the-loop.”

Crucially, he says, expansion must be reversible. 

“Autonomy should only be expanded where performance is measurable and rollback is easy when errors are found,” Adetimehin says. “Most importantly, leaders need to constantly revisit the thresholds as part of controls so they can mature over time.”

The Line Is About Consequence

Will Conaway, President of Tuxedo Cat Consulting, sees consequence as the defining factor.

“The line isn’t about capability; it’s about consequence,” Conaway says. “Let machines handle high-volume, low-risk tasks such as fraud detection, inventory management and routing.”

Humans, however, must remain involved where livelihoods or reputation are at stake: “Keep humans in the loop for decisions that could damage your reputation, create legal exposure or affect someone’s livelihood—hiring, credit approvals and medical diagnostics.”

He advises leaders to measure, not guess. 

“Shift boundaries based on actual error rates. If your AI approves loans with a 2% default rate while human underwriters hit 5%, give the AI more authority. When performance slips, scale it back,” Conaway says. “The mistake most leaders make is setting these boundaries once and forgetting about them.”

Draw the Line Between Judgment and Execution

Salim Gheewalla, Founder and CEO of utilITise, believes there shouldn’t be a line between humans and machines, but rather judgment and execution.

“Machines excel at execution: monitoring, pattern detection, prioritization and acting within defined constraints. Humans remain essential for judgment: setting intent, defining values, managing risk and owning outcomes when edge cases appear.”

Autonomy, he argues, is progressive and conditional. 

“Systems start by advising. As trust is earned through repeatable performance, they’re allowed to execute—but only within clear, auditable guardrails,” Gheewalla says.

Over time, machines are able to handle repeatable decisions while humans tackle higher-stakes, ambiguous ones.

Ethics, Empathy and Intuition Remain Human

Justin Newell, CEO of INFORM, believes the ultimate boundary lies in human intangibles.

“The line between human judgment and AI decision-making will be driven by the intangible characteristics that make us human: ethics, empathy and intuition,” Newell says.

While useful for automation and simple tasks, he believes AI lacks the ability to think critically and make decisions with variables outside of its own data.

He reminds leaders that business success depends not just on systematic production but on “understanding the needs and whims of the market and their stakeholders”—areas where empathy and context matter deeply.

Confidence Grows Through Side-by-Side Testing

Egbert von Frankenberg, CEO of Knightfox App Design Ltd., emphasizes iterative trust-building.

“We have been successful in running AI and humans side by side and seeing variance between human and automation,” he says. “Over time, the AI got tweaked and the confidence of management, team members and clients rose.”

He notes that this growth in confidence is what helps boundaries to evolve naturally.

“The boundary between human judgment and AI autonomy isn’t something you set once. It’s something AI earns over time.”

AI Earns Autonomy Through Governance

“The boundary between human judgment and AI autonomy isn’t something you set once. It’s something AI earns over time,” Pundhir says. “The higher the stakes and harder to reverse, the more human hands stay on the wheel.”

He stresses governance over hype. 

“Each stage requires a demonstrated track record before advancing—evidence, not enthusiasm. What trips most leaders up is framing this as a technology question when it’s fundamentally about governance,” Pundhir says. “Define your escalation triggers, audit rhythms and override protocols before you need them.”

Humans Own the ‘Why’

Raghu Para of Ford Motor Company views the boundary as philosophical.

“The boundary is a dynamic frontier anchored in accountability and intent,” Para says. “AI optimizes with superhuman efficiency, but humans must own the ‘why,’ navigating ethics, empathy and black swan events where historical data lacks a map.”

As AI matures, he sees a shift away from managing tasks and toward architectural governance, where humans define the constraints and AI executes the tactical complexity. 

“We are moving from being operators to curators of outcomes,” Para says. “This evolution allows humans to step back from the ‘how’ to focus entirely on the ‘what’ and ‘should.’”

Delegate the Grind, Guard the Soul

Thai Bao An Phan, Staff AI Solution Architect at Diligent Corporation, frames the issue in moral terms.

“The line is drawn where decisions touch the soul of leadership: ethics, strategy, human values and ambiguities that machines can’t feel,” Phan says. “Delegate the tactical, data-rich, reversible grind to AI, but humans must own the calls that shape lives, trust and destiny.”

As systems mature, she supports vigilant oversight. 

“This frontier advances thoughtfully—from constant human veto to vigilant oversight—as AI proves its wisdom through flawless execution, ironclad audits and mature governance, all while we cultivate our uniquely human edge.”

How to Make Decisions in an AI Age

  • Anchor human judgment in irreversible, high-accountability decisions. Delegate scale and speed to AI but never transfer responsibility.
  • Let automation earn autonomy. Expand authority only after systems demonstrate reliability, transparency and auditability.
  • Use reversibility and stakes as filters. Low-risk, reversible decisions can be automated first.
  • Match autonomy to risk maturity. Move from human-in-the-loop to human-on-the-loop only as predictability increases.
  • Continuously recalibrate thresholds. Adjust boundaries based on measurable performance.
  • Focus on consequence over capability. Keep humans involved where livelihoods and reputations are at risk.
  • Separate judgment from execution. Codify intent and values, then allow machines to execute within guardrails.
  • Protect ethics, empathy and intuition. These remain uniquely human competitive advantages.
  • Build trust through side-by-side testing. Confidence grows when AI and humans operate in parallel before handoffs.
  • Prioritize governance over hype. Define escalation triggers and override protocols before deployment.
  • Ensure humans own the “why.” Accountability for failure must always trace back to leadership intent.

Leadership in the Age of Autonomous Systems

The boundary between human judgment and machine autonomy is not a line etched in stone. It is a living governance decision shaped by consequence, reversibility, measurable performance and moral responsibility.

As AI systems grow more capable, leaders must not surrender total control nor resist automation entirely. Instead, they must find the right balance through graduated autonomy—where machines execute with precision and humans remain accountable for purpose, values and the outcomes that matter most. This is the true future of decision-making in an increasingly AI-driven world.
