“Fair hiring outcomes are fundamentally a reflection of an organization’s values,” Hildebrand says. “When we speak of equal opportunity, we assume candidate equivalence, yet no two candidates are truly identical in experience, potential or fit.”

That complexity often creates the conditions where unconscious bias enters hiring decisions. Without structured evaluation criteria, recruiters may rely on subjective impressions or informal signals.

Hildebrand argues that AI can actually help address this challenge—if it is used to strengthen the hiring framework itself.

“AI and HR technology should do more than streamline processes,” she says. “Used thoughtfully, they can help organizations define rigorous, values-aligned evaluation criteria and surface the hidden assumptions that often drive decisions unconsciously.”

In other words, AI can act as a diagnostic tool as much as an efficiency tool. Analyzing historical hiring patterns and identifying inconsistencies can help organizations recognize biases that previously went unnoticed.

Hildebrand emphasizes that sequencing matters. “Organizations should leverage AI to bias-proof their hiring framework before deploying it for efficiency gains,” she explains. When criteria are transparent and measurable, AI becomes a tool for consistency rather than a source of hidden bias.

“A process built on clear, agreed-upon and auditable criteria becomes a genuine asset—one that improves both fairness and performance over time,” she says.

Even the most advanced hiring technology requires active management, says Lauren Francis, Founder and CEO of Mulberry Talent Partners, a recruiting firm that has placed thousands of professionals across industries.

Francis has more than 25 years of experience in recruiting strategy and has built three successful recruitment agencies, giving her a clear view of how technology intersects with talent acquisition.

“Technology cannot—and should not—take the human out of human resources,” Francis says.

AI can significantly improve efficiency in recruiting tasks such as résumé screening or scheduling interviews. But she warns that organizations often underestimate the work required to manage these systems effectively.

As noted in Forbes’ analysis of hiring systems in 2026, AI-driven screening tools are increasingly determining which candidates are seen at the earliest stages—often before any human interaction occurs. This shift is placing greater pressure on organizations to ensure these systems are not only efficient, but also fair, explainable and aligned with organizational values.

“Companies must invest to train and proactively manage the AI agents or systems,” she says. “The AI needs to be treated as a new employee—requiring an investment of time and attention for task definition, training, performance review and ongoing supervision.”

Francis also stresses that AI has limits when it comes to evaluating the qualities that often distinguish exceptional employees.

“Some of the most important skills for workplace success are softer skills—emotional intelligence, listening, communications and the ability to manage dynamic human behaviors and motivations,” she says.

Because current AI tools struggle to measure these attributes accurately, human judgment remains essential. “This is where humans shine—and how top performers are often identified,” Francis says.

Apply Scientific and Legal Standards to AI Hiring Tools

As organizations adopt AI screening tools, they must treat them with the same rigor as traditional assessments, says Dr. Robert Satterwhite, Partner and Head of Leadership Advisory Practice at Odgers, a global executive search and leadership advisory firm.

“Under the Uniform Guidelines on Employee Selection Procedures, AI-driven screening is effectively a test,” Satterwhite explains.

That classification carries significant legal implications. Employers must demonstrate that these tools are both predictive of job performance and free from discriminatory outcomes.

“Employers are responsible for ensuring it is both valid and fair,” he says. “That requires regular validation studies, bias audits and human oversight.”

Satterwhite believes AI can enhance hiring processes when used responsibly.

“AI can absolutely improve efficiency and consistency,” he says. “But only if organizations hold it to the same scientific and legal standards as any other selection method.”

Keep Humans in the Loop to Preserve Candidate Trust

Even with advanced automation, hiring must remain a human-centered process, says Steve Degnan, Advisor, Board Member and Former CHRO.

Degnan brings two decades of experience as a Chief HR Officer at one of the world’s largest food and pet food companies, providing deep insight into global hiring practices.

“Human oversight, curation and moderation of any hiring technology is essential regardless of how hard you get sold on letting AI do the thinking,” he says.

He also cautions organizations against over-automating candidate interactions.

“Do not disrespect your applicants with agentic AI characters engaging them in the process,” Degnan says. “Keep it as human as possible.”

Degnan believes that while AI may help streamline logistics, the responsibility for fair and respectful hiring remains with people. “Keep the humans trained on the topic of unconscious bias,” he says.

Governance Must Move As Fast As AI Innovation

For Nicole Cable, Chief People and Experience Officer at Blue Zones Health, responsible AI adoption requires governance structures that evolve alongside the technology.

“AI does not eliminate bias. It industrializes whatever bias already exists in the data, the architecture and the humans behind it,” Cable says.

Therefore, organizations must implement safeguards at multiple stages of development and deployment. “Governance must move at the same speed as innovation,” she explains. That includes dataset audits, adverse impact testing, diverse design teams and clear escalation paths.

The risks are not theoretical. Research from the Brookings Institution on AI in hiring decisions highlights how algorithmic systems can reinforce bias while also limiting candidate autonomy, particularly when decisions are made without clear human oversight or avenues for recourse. This reinforces the need for governance structures that evolve alongside the technology itself.

Without these safeguards, efficiency gains could come at the cost of fairness.

“Efficiency without oversight is just accelerated risk,” Cable says.

Transparency is also essential to building trust with candidates and employees.

“Transparency with candidates and employees about how tools are used is no longer optional—it is foundational to trust,” she adds.

Build Human Capability Alongside AI Capability

Technology alone cannot guarantee fairness, says Amy Douglas, Chief, Culture and Connection at Levata Human Performance. She brings nearly three decades of leadership experience in organizational design, leadership development and coaching. “Fairness doesn’t come from the technology alone—it comes from the human capability guiding it,” Douglas says.

Organizations should treat AI as a decision-support partner rather than an autonomous decision-maker.

“The most effective organizations treat AI as a decision-support partner, not a decision-maker,” she says.

Human leaders provide context, challenge assumptions and weigh ethical implications in ways algorithms cannot. Douglas shares, “Humans must provide context, apply critical thinking to question outputs and exercise conscious judgment where values and consequences are at stake. ”When companies develop both AI systems and leadership capabilities simultaneously, they can achieve both efficiency and fairness.

“Efficiency and fairness aren’t trade-offs when leaders stay accountable,” she says.

“The key is to use AI to support better decisions, not automate poor ones at scale.”

“The key is to use AI to support better decisions, not automate poor ones at scale,” Figuerola says.

“Organizations should use diverse and representative data, regularly audit outcomes for adverse impact and keep humans accountable at key decision points,” she explains.

AI can also help shift hiring toward skills-based evaluation rather than pedigree-based assumptions. “It helps to measure skills and potential more than pedigree, because bias often enters through proxies like school, gaps, age or career path,” she says.

When designed thoughtfully, AI can reduce repetitive administrative work while enabling more strategic decision-making.
